APPLICANT REQUESTS THAT: 

He be awarded the Air Force Good Conduct Medal (AFGCM).

APPLICANT CONTENDS THAT:

The requested awards were awarded to his squadron during his 
time in country.  He would like to receive these awards as he 
has earned them.  

In support of his appeal, the applicant provides a copy of his 
DD Form 214, Report of Separation from Active Duty.  

The applicant’s complete submission, with attachment, is at 
Exhibit A.

STATEMENT OF FACTS:

The applicant is a former member of the Regular Air Force who 
served on active duty from 30 December 1970 to 5 December 1974.  
His DD Form 214 reflects he served 3 years, 11 months, and 6 
days on active duty with 1 year, 1 month and 1 day of Foreign 
Service.  

The remaining relevant facts, extracted from the applicant’s 
military personnel records, are contained in the evaluation 
provided by the Air Force office of primary responsibility at 
Exhibit C.

AIR FORCE EVALUATION:

AFPC/DPSID recommends denying the applicant’s request for the 
AFGCM.  DPSID states that after a thorough review of the 
applicant’s military personnel records, they were unable to 
verify the applicant was awarded the AFGCM.  According to his 
Air Force Form 7, Airmen Military Record, his period of service 
from 30 December 1970 to 11 January 1972 was not creditable for 
award of the AFGCM due to him receiving an Article 15, dated 11 
January 1972.  Since the applicant received an Article 15, he 
does not have enough creditable service to receive the AFGCM.  

DPSID indicates they have verified the applicant’s entitlement 
to the AFOUA w/V and the RVNGC w/P and will correct his record 
upon Board action to reflect those awards.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 2 May 2014, for review and comment within 30 days 
(Exhibit D).  As of this date, this office has received no 
response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice in regard to the 
applicant’s request for award of the AFGCM.  We took notice of 
the applicant's complete submission in judging the merits of the 
case; however, we agree with the opinion and recommendation of 
the Air Force office of primary (OPR) responsibility and adopt 
its rationale as the basis for our conclusion that relief beyond 
that already granted administratively is not warranted.  
Therefore, in the absence of evidence to the contrary, we find 
no basis to recommend granting the applicant’s request for award 
of the AFGCM.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the 
submission of newly discovered relevant evidence not considered 
with this application.
